ORDER:
In the reference 5th

The following notification shall be
published in the Extraordinary issue of the Andhra
Pradesh Gazette.
In exercise of the powers conferred by
sections 3 and 15 of the Andhra Pradesh Educational Institutions (Regulation of
Admissions and Prohibition of Capitation Fee) Act, 1983 (Andhra Pradesh Act 5
of 1983) the Governor of Andhra Pradesh
hereby makes the following Rules for the conduct of Common Entrance Test for
admission into Pandit Training course in
the State.
1. Short Title and applicability:
(i)
These
rules may be called “The Andhra Pradesh Conduct of Language Pandit Common Entrance Test for admission
into Pandit Training course Rules, 2006 ”.
(ii)
They
shall apply for admission into Pandit Training course offered by Pandit
Training Colleges (Minority and Non-Minority) in the State.
(iii)
They
shall come into force with immediate effect.

2. Definitions:
(1) In these rules, unless the context otherwise requires;
(i)
“Act”
means the Andhra Pradesh Educational Institutions (Regulation of admissions and
prohibition of capitation fee) Act, 1983( Andhra
Pradesh Act No.5 of 1983).
(ii)
“Association
of Colleges” means the association of colleges formed for the purpose of
conducting Language Pandits Common Entrance Test LPCET-AC.
(iii)
“Chairman”
means the Director of School Education, Andhra Pradesh,
(iv)
“Committee
of LPCET” means the committee empowered to conduct LPCET and to prepare the
merit list of the candidates as per the marks obtained in the LPCET for
admission into seats in Pandit Training colleges which agree to make admissions
into Pandit Training course based on ranking in LPCET.
(v)
“Committee
of LPCET-AC” means the committee empowered by the Association of Colleges to
conduct LPCET-AC for admission into Pandit Training course and to prepare the
merit list of the candidates as per the marks obtained in the above test for
admission into seats in Pandit Training course, subject to the supervision of
Permanent Committee.
(vi)
“Competent
Authority” means the Director of School
Education, Andhra Pradesh,
(vii)
“Convenor LPCET Admissions ” means
a person, not below the rank of Joint Director of School Education, Government
of Andhra Pradesh appointed by the Competent Authority for conduct of LPCET and
make allotment of candidates for admission into Pandit Training Courses in all
colleges of Education.
(viii)
“Convenor LPCET-AC Admissions” means a person nominated by
the Association (s) of un-aided Pandit training Colleges for selection and
allotment of qualified candidates for admission.
(ix)
“Language Pandits
Common Entrance Test” (herein after called LPCET) means test conducted for
assigning rank on merit to the candidates which will be the basis for entry
into Pandit Training course.
(x)
“Language
Pandits Common Entrance Test of Association of
Colleges”, (herein after called LPCET-AC) means the examination conducted by
Association of Pandit Training colleges
for assigning merit ranking to candidates which shall be the basis for
admission of candidates to the said colleges in the State offering Pandit
Training courses.

(xi)
“Permanent
Committee” means the committee constituted by the Government to ensure that the
LPCET-AC conducted by the Association of Pandit Training Colleges in a fair and
transparent manner.
(xii)
“Qualified
Candidate” means the candidate who has appeared for the LPCET/LPCET-AC and has
been assigned a rank in the common merit list and has eligibility as per
criteria laid under Rule 3.
(xiii)
“Qualifying
examination” means the examination of the minimum qualification prescribed for
appearance or passing as laid down under Rule 3.
(2)
Words and expressions used but not
defined in these rules shall have the same meaning assigned to them under the
Andhra Pradesh Educational InstitutionsS (Regulation
of admissions and prohibition of capitation fee) Act, 1983 (Andhra Pradesh Act
5 of 1983).
3. Eligibility for appearing to the LPCET or
LPCET-AC:
Candidates
satisfying the following requirements shall be eligible to appear for LPCET or LPCET-AC.
(i)
The
candidates should be Indian Nationals.
(ii)
The
candidates should satisfy local/non-local status requirements as laid down in
the Andhra Pradesh Educational Institution (Regulation of Admission) order,
1974 as subsequently amended.
(iii)
Educational
qualifications for;
(a) Telugu
Pandit Training Course:
B.A. (Telugu Literature) (OR)
B.A. (Oriental language-Telugu) (OR)
Bachelor of Oriental Languages
in Telugu (OR)
Bachelors Degree with one of the
optional subjects as Telugu (OR)
M.A. (Telugu)
(b) Hindi Pandit Training
course:
Bachelors degree with one of the optional subjects as Hindi
(OR)
Bachelor of Oriental Languages in Hindi
(OR)

(iv)Age Limit:
The
Candidates seeking admission should not be less than 19 years of age as on 1st
July of the year of conduct of examination for joining in the pandit training course. There is no upper age limit for
admission into pandit training courses.
4. Language Pandits
Common Entrance Test (LPCET):
(i)
The
LPCET shall be conducted by a Convenor, appointed by
the competent authority and shall be held on such date and centers as may be
specified by the LPCET Committee.
(ii)
The
Convenor of LPCET shall give a notification in the
popular daily news papers as decided by LPCET Committee calling for the
applications in the prescribed form from the candidates satisfying eligibility
criteria as laid down in rule 3.
(iii)
The
notification, among other things shall indicate the cost of application
including Registration fee and Entrance test fee, the last date for receipt of
the duly filled in applications and the date of conduct of LPCET.
(iv)
The
date of the entrance test as notified above shall not be revised without the
prior permission of the Government.
(v)
The
medium of LPCET shall be Telugu, Hindi, Urdu and English Language.
(vi)
The
subjects and syllabus of LPCET shall be as prescribed by LPCET committee.
(vii)
The
qualifying marks in LPCET for ranking for General Candidates shall be 35% of
the aggregate marks. However, there shall be no minimum qualifying marks for
the candidates belonging to the category of Scheduled Caste and Scheduled
Tribes for ranking.
(viii)
The
candidates who have obtained qualifying marks in the Entrance Test shall be
assigned ranking in
the order of the merit on the basis of the aggregate marks obtained in the
Entrance Test.
(ix)
There
shall be no re-totaling, re-valuation or personal identification of response sheets
(Answer Scripts) of the Entrance Test.
(x)
Mere
appearance at the Entrance Test does not automatically entitle a candidate to
be considered for entry into Pandit Training course unless the candidate
satisfies the requirement of eligibility as laid down under rule 3 and other
criteria laid down in the rules for admission.
(xi)
If
any ambiguity or doubt arises in the interpretation or implementation of any of
the rules, the decision of Chairman shall be final.
5. Preparation of merit list and
assigning rank in LPCET:
(i)
The
candidate who have secured qualifying marks in LPCET and candidates belonging
to the category of Scheduled Caste and Scheduled

Tribe to whom qualifying marks have not been prescribed,
shall be assigned the rank in the order of the merit on the basis of marks
obtained in all the subjects/parts in which entrance test has been conducted.
(ii)
For the preparation of merit list in case of
more than one students scoring the same marks at LPCET, the tie shall be
resolved to decide the relative ranking as follows:-
In
the case of candidates getting equal marks in each of the parts of the test
paper, age shall be taken into consideration for relative ranking among such
candidates and the older candidates shall be given priority.
(iii)
The
following rank lists shall be prepared by the Convenor:
(a)
State
wide Common Merit List: The
list shall include candidates irrespective of whether one belongs to any
category of reservation quota or not, basing on the marks obtained in the
LPCET.
(b)
Local
Area-wise Common Merit List:-
The list includes candidates belonging to the particular local area
irrespective of whether one belongs to any category of reservation quota or not
basing on the marks obtained in the LPCET.
(c)
Concerned
Minority community merit lists:- They include merit lists, containing the candidates belonging to the
different Minority communities arranged in the merit ranking assigned in the
LPCET both state wide and Local area wise.
(d)
Community
wise merit lists:- There shall be separate community wise merit list
for the Scheduled Castes, Scheduled Tribes and Back Ward classes communities
both as state wide and local area wise.
(e)
Every candidate who has been assigned ranking in the merit list shall be
issued Rank Card by the Convener. The Rank Card, among other things, include
the marks obtained in the LPCET and the rank assigned in the State wide merit,
Local Area-wise merit, Community-wise merit, religion etc.,
(f)
Mere mentioning religion in the Rank Card as claimed by the candidate
shall not entitle the candidate a Minority Status. It needs to be proved later
as per rules.
6. Constitution of LPCET Committee:
The
competent authority shall constitute the LPCET committee to deal with the
matters connected with the test.
The Committee shall consist of the following:-
(i) Chairman i.e., Director of School Education for the purpose of
conducting LPCET.
(ii)
One
representative of each of the Region to be nominated by the Competent
Authority.
(iii)
The
nominee of the Director of School Education not below the rank of Joint
Director in case he is not nominated as Chairman.
(iv)
Convener
of the Entrance Test of the preceding year

(v)
Convener,
who should be not below the rank of a Joint Director of School Education appointed by the competent
authority.
7. Functions of the LPCET Committee:
The
LPCET Committee shall take decisions on the following issues relating to the
LPCET
(i) Pattern of question papers;
(ii)
Duration
of the test
(iii)
Weightage and marks to be assigned to each paper
(iv)
Syllabus
(v)
Centres for conducting the test
(vi)
Date
of test
(vii)
Date
of announcement of results
(viii)
Norms
for payment of remuneration for different items of works connected with
Entrance Test
(ix)
Fees
to be collected from the candidates, and such other issues.
8. Functions of the Chairman of the LPCET
Committee:
(i) Chairman of the Committee shall preside over all the meetings
of the committee. In his absence, he may
nominate one of the members of the committee to preside over the meetings.
(ii) The
Chairman of the Committee shall be the competent authority to appoint paper
setters and moderators for the entrance test and to decide upon the printing
press or presses at which the papers are to be got printed.
(iii)
The
Chairman may appoint officer to assist the Convener.
9. Functions of the Convener of the LPCET
Committee:
The
Convener of the LPCET shall, subject to such directions as may be issued by the
Chairman to discharge his duties in the matters relating to the LPCET. The Convener, is specifically responsible for discharging the
following functions:
(i) The printing
of application form of LPCET
(ii)
Issuing
the notification inviting application for the Entrance Test
(iii)
(iv)
Appointment
of coordinators/Chief Superintendents/Observers of various Test centres.
(v)
Coding
and decoding of Response sheets (Answer scripts)
(vi)
Appointment
of Members of confidential team for assisting computer process in valuation of
answer scripts.

(vii)
Payment
of remuneration for various items/services utilized for the purpose of LPCET.
(viii)
Maintenance
and submission of accounts to the
Director of School Education.
(ix)
Preparation
of key answers through a committee consisting of Professors/ ,Teachers of Under Graduate Colleges
and Teachers of Intermediate Colleges in consultation with the Chairman.
(x)
Publication
of results and dispatch of rank cards to the qualified candidates.
(xi)
Such
other duties as entrusted by the Chairman.
10. Funds
for the conduct of the LPCET.
(i) The
amounts that are collected from the candidates towards cost of the application and the examination fee shall
be directly credited into the account of the Director of School Education,
Andhra Pradesh,
(ii) The Convenor
shall draw advances from the Director
of School Education account to incur necessary expenditure for items/services
connected with the LPCET and submit for audit to the Local fund Audit.
11. Special Direction from the Government:
In the event of any malpractice or
leakage of question paper or in any other circumstances leading to the stopping
of LPCET as scheduled, the Government may for the reasons to be recorded in
writing, direct for the conduct of a re-examination of the LPCET. In such an event
the Director of School Education or any other
so nominated by the Government shall cause the LPCET re-examination to
be conducted by appointing /nominating such functionaries or committees as
considered necessary, without levying any extra charge from the candidates for
the purpose.
12. Language
Pandits Common Entrance Test– Conducted by
Association of Colleges (Language Pandits
Common Entrance Test of Association of Colleges)
i) Association of Colleges of Language Pandits – Formation and its Functions:
(a) There may be an association of
colleges of Pandit training recognized by the Director of School Education,
(b) The Secretary of Association of
Colleges formed as in (a) above shall intimate its formation, rules and bye
laws and the names of the office bearers, before the stipulated date, to the
competent authority and Chairman of Permanent Committee.
(c)
The
Permanent Committee shall invite options from the Managements of all Pandit
Training colleges for admitting their students as per either Language Pandits Common Entrance Test or Language Pandits Common Entrance Test of Association of Colleges.
(d) The option of choosing, between LPCET
or LPCET –AC shall be exercised by the managements of the colleges to fill
seats and shall be

intimated in writing before a stipulated date to the Competent
authority and the permanent committee. In case of failure on the part of any
management to exercise their option it shall be construed that they shall admit
the candidates into their colleges for the seats only on the basis of the rank
at LPCET conducted by the Convenor in which case the convenor for admission shall approve the above admissions.
(ii) Constitution of Committee of LPCET-AC
The
Association of Colleges with eminent members and academicians concerned shall
constitute the Committee of LPCET-AC. A member of this committee shall be
appointed as Convenor of the Committee of LPCET-AC to
discharge functions as assigned by the committee of LPCET-AC.
13.
Functions of the
Committee of LPCET-AC
(i)
LPCET-AC
Committee shall be responsible for conducting in fair and transparent manner
subject to supervision of the permanent committee and it shall submit the
proposed question papers, the names of the paper setter and examiners and the
method adopted to ensure that papers are not leaked, whenever such information
is called for by the Permanent Committee.
(ii)
The
Committee of LPCET-AC shall preserve the question paper and the answer papers
for the period as indicated by the Permanent Committee.
(iii)
After
holding LPCET-AC and declaration of results of LPCET-AC, each member
(iv)
Committee
of LPCET-AC shall also communicate a copy of the merit list forthwith to the
competent authority and the Permanent Committee.
(v)
Committee
of LPCET-AC shall follow the same guidelines as prescribed in Rule-4 for
conduct of test, minimum qualifying mark etc., for declaration of results and
assigning merit ranks.
(vi)
The
Committee of LPCET-AC shall follow the guidelines prescribed in Rule-5 in preparing the merit list and
assigning the rank, tie break in case of more than one student scoring the same
marks at LPCET-AC, preparation of Rank Lists and issuing of Rank Cards.
14.
Funds for the conduct of LPCET-AC:
The amounts that are collected
from the candidates towards cost of application and examination fee shall be
utilised to meet the expenditure for items. Services connected with the LPCET-AC.
Accounts shall be subject to audit and report thereof shall be submitted to the
competent authority and Permanent Committee.

15. Special direction from
Permanent Committee:
(i) In
the event of any malpractice or leakage of question paper or in any other
circumstances leading to the stopping of LPCET-AC as scheduled, the Permanent
Committee may issue necessary directions to the Committee of LPCET-AC to
conduct re-examination for the reasons to be recorded in writing without
collecting any fees from the candidates for such re-examination.
(ii) If the Permanent Committee is of the
opinion that the conduct of LPCET-AC including the procedure adopted is neither
fair nor transparent, it may ,after giving opportunity
to the concerned, recommend to the Competent Authority to take appropriate
steps to conduct re-examination .In such an event the Association of Colleges
shall reimburse the expenditure incurred in that regard as directed by the
Competent Authority.
16. Adoption of own admission
procedure:
Any institution which has been
established and permitted to adopt its own admission procedure for last, at
least (25) years shall submit the records to the Permanent Committee and obtain
permission to adopt its own admission procedure. Such Colleges shall follow all
procedure of fair, transparent and merit based selections.
