The rules for reservation of accommodation in A.P. Government Guest House at New Delhi were issued in G.O. 1st Cited. Thereafter number of instructions/orders were issued from time to time in regard to the accommodation in Guest House, boarding facility, provision of transport and making available the conference halls in the guest House Complex on rent. The Rules for reservation of accommodation in A.P. Guest House, New Delhi issued earlier in the G.O. 1st cited have been updated based on these subsequent instructions/orders issued and are enclosed for information and necessary action.

RULES FOR RESERVATION OF ACCOMMODATION
            ANDHRA PRADESH GOVERNMENT GUEST HOUSE 
NEW DELHI

Government has framed the following revised rules for the provision of accommodation in Andhra Pradesh Government Guest House at New Delhi:

1. These rules are called the revised rules for reservation of accommodation in Andhra Pradesh Government Guest House at New Delhi.

2. Accommodation in Andhra Pradesh Government Guest House at New Delhi is primarily intended for accommodating the Ministers, Members of A.P. Legislative Assembly the State government Official of Andhra Pradesh, Members of Parliament elected from Andhra Pradesh will also be provided accommodation in the A.P. Government Guest House at New Delhi, on request, at the rates application to State Government Officers for the first seven days and for the stay beyond seven days the charges will be as private guests. If they are already in possession of quarters allotted by the Parliament Secretariat, when provided accommodation in A.P. Government Guest House at New Delhi, they will be charged at the rates applicable to the private Guests. Accommodation in the Guest House may be provided to the others subject of availability after meeting the requirement of those mentioned above.

3. Accommodation will not be provided in the Guest House without specific orders from General Administration Department.

4. Persons who have arrears, outstanding against them, payable to the Guest House may be denied accommodation in the Guest House till arrears are cleared and a certificate to that effect is furnished from the Officer-In charge of the Guest House.

5. State Government officers on official visits to Delhi for Court work will be provided accommodation in the Guest House only on production of specific orders of the Departments concerned indicating that the Advocate on Record, Supreme Court of India has requested for the presence of the Officer(s) or that the Department consider the visit essential.

6. Officers of State Government deputed for training in Delhi may be provided accommodation in the Guest House, for the duration of the training; subject to the condition that the training institute or the sponsors do not provide residential facilities and proof thereof is furnished. Requests for accommodation in the Guest House from these officers will be governed by the following procedure:

 

i. That every officer, who is deputed for training at New Delhi should invariably send his application for accommodation in A.P. Guest House through the Head of Department concerned duly enclosing a copy of the letter of the sponsors of training and indicate in the application, the lodging facilities etc are not available in the training institution concerned.

ii. That the officer deputed for training to New Delhi shall not ordinarily address the Government direct and in the event of short time left, he has to invariably enclose a copy of the letter of sponsor containing the particulars of the availability or otherwise of Hostel facilities etc.

iii. That all the Heads of Departments shall mark a copy of the proceedings to GA (GH. II) Department in respect of cases where officers are deputed to Delhi for training purpose duly enclosing a copy of the letter of sponsor of training;

iv.That no officer shall address the Resident Commissioner, A.P. Guest House, New Delhi for providing accommodation for the purpose of his undergoing training and the Resident Commissioner even if addressed direct shall not consider such claim; and

v. That unless the aforesaid conditions are fulfilled the request for accommodation in the Guest House to the trainees will not be considered and no further correspondence will be entertained by the Government.



8. Provision of accommodation in Godavari Block of the Guest House will be regulated in the manner indicated below:-
 

a) Members of A.P. Legislative Assembly will be provided accommodation during their official visits in 2nd and 3rd floors; whenever there is a meeting of any House Committee of A.P. Legislative Assembly at Delhi the fourth and fifth floors will also be utilized for accommodating the Members of A.P. Legislative Assembly;

b) Senior Officers of the State Government during their official visits will be provided accommodation in fourth floor;

c) Other Officers of the State Government will be provided accommodation during their official visits in fifth floor;

d) Freedom Fighters, Accredited Correspondents, Officers going for medical checkup and other purposes, retired officers will be provided accommodation in the sixth and seventh floors;

e) Private Guests for whom orders of providing accommodation in the Guest House are issued from GAD will be provided accommodation in 8th floor; and

f) Private Guests who seek accommodation in the guest house directly from the Resident Commissioner, at Delhi, if accommodated, will be provided accommodation in ninth floor.



9. Room Nos.6 and 7 of the Old VIP Block(Sabari block) will normally be utilized as transit accommodation for the State Government Officers on transfer to Government of India.

10. I)Reservation Procedure:-

 

a) The requisition/request for reservation should be sent to the Joint Secretary to Government (Political), General Administration Department ordinarily five working days in advance of the date from which accommodation is required. Requests received without adequate advance notice are liable to be rejected. Unless instructions reserving accommodation are issued by the General Admn. Department to the Reception Officer of the A.P. Government Guest House at New Delhi, under intimation to the concerned parties, it should be taken that accommodation is not available.

b) Ordinarily, no telegrams reserving accommodation will be issued unless where the concerned officer or Department could not have been given earlier intimation and the cost of the telegram is met by the party making the request for accommodation.

c) Accommodation reserved is liable to be cancelled if it becomes necessary to accommodate guests of higher priority or in other unavoidable circumstances. The Joint Secretary to Government (political) General Administration Department reserves the right to ask one or more guests to share a room for providing accommodation for an officer of Higher Priority or in other circumstances if it becomes necessary to do so.

d) Under Special circumstances to be recorded and communicated to General administration Department, the Resident Commissioner, Government of A.P., New Delhi may provide temporary accommodation in the guest House, provided that such arrangements do not interfere with order for reservation issued from the General Administration Department.

e) It should be ensured that the occupants of the rooms in the Guest House are the same guests to whom the rooms are allotted.



II. Period of Stay:
 

a) No person shall ordinarily be permitted to stay in the Guest House for more than three days except with the previous specific permission of the Chief Secretary to Government. This provision will not however, apply to the Ministers and officials visiting Delhi on Official duty including the State Government Officials undergoing training at Delhi and accommodated in the Guest House under the rules.

b) Officials of A.P. Government or other Government on transfer to Delhi who wish to be accommodated in the Guest House as temporary arrangements till they secure residential accommodation, shall pay 1 ½ times the lodging charges applicable to them after the first 15 days and double the charges after a month. The total period of their stay shall not in any case exceed two months. However, in deserving cases and on request Chief Secretary to Government may permit the stay beyond the period of two months, and in such cases tariff applicable will be as applicable to the Category III guests.

12 Rates:
  Guests shall be charged at the rates specified in the Annexure I to these rules. Members of the family (wife and children) of a guest, if they accompany the guest shall be charged at the rates applicable to the guest. Otherwise they will be charged as private guests. No guest shall be treated as a State Guest or non-paying guest except under the orders of the Chief Secretary to Government of A.P. The rates prescribed in the Annexure I for lodging are liable to be altered from time to time by the Government without prior notice. All fees collected shall be credited to the Government under Major Head “LII Miscellaneous (i) collection of payment for services rendered and I – Miscellaneous”.



13 Monthly Statement of Guests Staying in Guest House:
  The Reception Officer of the Guest House shall submit to the Chief Secretary to Government a monthly statement showing the particulars of the guests, period of their stay, charges recovered from them and credited to Government.
14. Breakages and Losses – Responsibility: -
 
The guests occupying the Guest House shall be responsible for any breakages and/or losses caused by them or their family members or their guests, or their staff/servants. In case of breakages, recovery shall be made from the guest concerned at the market value or 200% of the original purchase value, whichever is higher.
15. Tariff and Settlement of Bills:
 
Every guest shall deposit in advance with the Reception Officer of the guest house, an amount calculated at 75% of the approximate total charges for the stay of each member of the party. All bills for accommodation etc., have to be settled by the Guests before vacating the Guest House. All payments towards settlement of the Guest House bills shall be in cash and cheques or drafts will not be accepted. The guests should settle the bills as presented by the Reception Officer of the Guest House and in case any doubts or complaints about the charges, the guest should correspond with General Administration Department for a decision. The decision of the G.A.D in this regard will be final and no further correspondence in the matter will be entertained.



16. Trunk Calls:

 

(i)Trunk calls and phonogram messages will be booked from the Telephone Nos. 23382031-35, 23382041-45 installed at the guest house.

(ii) No trunk call shall be made without the prior permission of the Resident Commissioner, or the Reception Officer, A.P. Govt. Guest House.

(iii) It has been decided that apart from the trunk calls made by the Ministers and other high personages, State Government Officials of the rank of Secretaries to government and above could also make official trunk calls from the Guest House, without charge but such calls should be immediately recorded as official as usual, in the register maintained for the purpose at the Guest House. All other categories of officials and non-officials should pay the charges for the trunk calls made on the spot.

17. Register for recording particulars of arrivals/departures etc., of guests:

 

(i) A register shall be kept with the Reception Officer of the Guest House in which all the guests shall enter their names, designation date and time of arrival and nature of visit (ie. On duty or otherwise), as soon as they arrive at the Guest House.

(ii) Guest who have any complaints or suggestions to make may enter them in the register maintained by the Reception Officer or communicate them by a letter to the Resident Commissioner who shall bring the complaints to the notice of General Administration Department, if he considers them necessary. Otherwise he himself may take suitable action.



18. Catering:

 

(i) The catering in the Guest House is entrusted to a private contract caterer. The present charges for meals by the said caterer are as shown seperartely ( for details). The charges prescribed therein are liable to revised from time to time as per contract agreement without notice to the Guest;

(ii) Breakfast, lunch and dinner will be served by the caterer in the dining hall of the guest house during the hours fixed by the Resident Commissioner, A.P. Bhavan , New Delhi.

19. Transport:

 

Transport will be provided to the Guests only if cars are available, at the rates indicated in Annexure III. The rates prescribed therein are liable to be revised by the Government from time to time without notice.

20. Meetings and Entertainment of personal invitees of Guests. Prior permission of the Resident Commissioner should be obtained whenever more than three to four persons (guests) are invited for any reasons by any person entertainment of personal invitees of the guests is allowed without the prior permission of the Resident Commissioner. A notice of twelve hours should be given in writing by the guests in case they wish to entertain anybody in their room.

21. Cooking by the Guests within the premises of the Guest House is strictly prohibited.




22. Display of Rules and list of Furniture.

 

A copy of these rules together with a list of furniture, crockery etc, available in each of the rooms shall be displayed in every room of the Guest House for the information of the visitors.

23. Dr. Ambedkar Auditorium, Gurajada Conference Hall, Kandukuri Committee Hall the Foyers in the Premises of A.P. Government Guest House complex are made available on rent for the programmes etc., under the terms and conditions and the rentals as laid down. for details.

24. Relaxation of Rules:

 
In exceptional and deserving cases, the Chief Secretary to Government may relax any of the four going rules to the extent necessary.
