Objectives
Services Procedures
The goal of the department is to ensure better opportunities for the poor B.C's
to utilize educational facilities, to eradicate poverty, and eliminate current
inequalities that prevent the Backward Classes form realizing their full
potential thus establishing a just and egalitarian society.

To provide coaching facilities to eligible BC Students.
Services
1.Hostel facilities for BC (Pre - matriculation) students.
This department provides free boarding and
lodging facilities to Backward Class children, through a total of 1429 hostels,
of which 1104 are for BC Boys and 325 are for BC Girls. Of these 1415 are for
BC hostels & 14 hostels for de - notified tribes. Generally, the sanctioned
strength is 100. Admission of boarders Percentage of caste composition BCs -
76%, (A-21%,B-31%,C-3%,D-21%). SCs-10%, STs-5%, Minorities -3% others - 6%. In
the above hostels 1,72,786 boarders are provided with free boarding and
lodging.
There is a uniform schedule in all these hostels for day -to-day academic and
other routine activities.
Also there is a uniform menu for all the hostels at the rate of
Rs. 338/- p.m for 3 rd to 7 th Class boarders, and Rs 412/- p.m for 8 th to 10
th Class boarders. The Department also bears the expenditure for soap and oil @
Rs. 20/- per boy p.m. and Rs.25/- per girl p.m as cosmetic charges. 2 pairs of
dresses along with bedding material, trunk boxes, plates & glasses are also
given to the hostel boarders as per the existing budget facilities.
2. Residential Schools
There are 30 Residential Schools for Backward
Classes (19 Boys & 11 Girls) under the administrative control of AP
Residential Educational Institutions Society, Hyderabad , funded by the
Department of Backward Classes Welfare.
3. Post matriculation Scholarships
In order to promote higher education and impart quality education on par with general students, this department awards residential & nonresidential Post matriculation Scholarships to students belonging to Backward Classes at all levels of post matriculation Courses in Cases where the parents' annual income does not exceed Rs.1,00,000/- per annum.
Vide G.O.Ms.No.18 Govt. have issued certain guidelines for sanction of Post Matric Scholarships and Reimbursement of Tuition Fee. In the G.O. Govt. have agreed for sanction of Post Matric Scholarships and Reimbursement of Tuition Fee and Special Fees to the eligible category “A” (convenor quota) BC students on saturation basis on par with Social Welfare Department from the year 2008-09.
Further with a view to ensure transparent and speedy delivery of Post Matric Scholarships to SC, ST, BC and Disabled students, the Government has decided to go in for online sanction and disbursement of Post Matric Scholarships from the year 2008-09 under Social Benefits Management System (SBMS).
Necessary Government orders have been issued vide G.O.Ms.No.143, Social Welfare (Edn.2) Dept., Dt. 14-7-2008. M/s Ram Informatics Ltd., Hyderabad has developed the software for this purpose. Both renewal and fresh students have to apply for Post Matric Scholarships online. The website address is www.sbms.ap.gov.in .
Five Banks have been identified as Nodal Banks for this purpose. They are State Bank of India, State Bank of Hyderabad, Andhra Bank, Syndicate Bank and Indian Bank. Based on the principle of “One Institution – One Bank”, all the students of an Institution shall have to open their Bank accounts only in the Bank attached to their Institution.
Eligibility
i. Students belonging to Andhra Pradesh.
ii. Students studying regular post matriculation courses recognized by the Education Department / Education Board / universities.
iii. Scholarships shall be sanctioned at one level of General Course and one level of Professional Course only except Engineering, MBA & MCA.
iv. Income Certificate & Caste Certificate issued by the MRO should be produced.
v. The distance between the residence of the applicant and the college should be more than 5kms.
How to Apply:
The eligible students have to apply online through the specially created website www.sbms.ap.gov.in.
In addition to the existing lone website, one more new website viz., www.sbms2.ap.gov.in has been created.
Where to Apply :
The students can apply from their respective colleges, if proper facilities like computer, Internet connectivity, printer etc. are available. Otherwise, they can apply from nearby e-Seva center/ Jawahar Knowledge Center (JKC)/ Mandal Resource Center located in MPDO’s Office or any Internet kiosk.
Mode of Payment:
- The amounts relating to post matric scholarships will be credited directly into the accounts of the students month wise.
- The amounts relating to fee reimbursement will be credited directly into the accounts of the colleges in two installments in a year.

4. Reimbursement of Tuition Fees
To reimburse tuition fees foregone by Private Colleges on account of fees exemption granted by the Government in favour of Backward Classes, students whose parents' annual income does not exceed Rs. 1,00,000/- per annum.

The college managements shall not collect Tuition fee/Special fee from the BC students eligible for Reimbursement.

5. BC Study Circles
To provide coaching facilities to eligible BC students to
improve their performance in competitive examinations viz., Civil Services,
SSC, RRB, State Service, EAMCET, DSC for teachers, etc.

Procedures
1. Hostel facilities for BC (pre- matriculation) students
-
Students from 3 rd to 10 th class are eligible for admission
in to hostels.
-
The application forms for admission to hostels are available (Free of cost)
with Hostel Welfare Officers and ABCWOs from the data of reopening of hostels.

The applicants should submit the applications to the concerned Hostel Welfare
Officers.

There should be a distance of 5 km between the hostel and the residence of the
boys who are seeking admission into hostels. This rule is not applicable for
Girls.
2. Residential Schools
-
Students from 3 rd to 10 th Class are eligible for
admission.

The Candidates are selected through the entrance examination conducted
by AP Residential Education Institution Society, Hyderabad .
3.Post matriculation Scholarships
-
Application format for post - matriculation
scholarships will be displayed on the notice board of all the colleges, ABCWOs
offices and DBCWOs offices.

District BC Welfare Officer is the sanctioning authority for post-matriculation
scholarships.
-
Renewals shall be sanctioned on commencement of academic year on obtaining
proposals from the heads of the institutions.

The fresh scholarship applications shall be forwarded by the principals to the
ABCWOs before September 30 th or within 30 days from the date of admission.

Assistant BC Welfare Officer shall scrutinize the applications and forward them
to the District BC Welfare Officer for sanction.

The District BC Welfare officer shall sanction the fresh post matriculation
scholarships to students quarterly and send crossed cheque to ABCWOs for
disbursement to the students.
4. Reimbursement
-
Principals of concerned colleges shall submit the proposals of eligible
students for reimbursement of tuition fees to the Assistant BC Welfare Officers
directly.

Assistant BC Welfare Officers are the scrutinizing authorities.

District BC Welfare Officers are the sanctioning authorities.
